The EU did not wanted to welcome Turkey, because they are imcompatible with Europe.
The USA wants Turkey to join the EU, specially stupid George Bush, because they are also with NATO. Infortunately Sarkozy is pro-USA.
Islamic Turkey virulently asked, knocked on the doorstep non-stop and begged for 30 years for joining the EU.
In order to join the EU, countries must satisfy some economic criterias, I doubt Albania or Kosovo would ever fit those economic criterias.
